North Korea’s cited a triple whammy of COVID-19, sanctions, and flooding as reasons for why it’s going through an ordeal as bad as war. An editorial in the Rodong Sinmun newspaper this week made the case as it called on people to achieve self-reliance regardless of external factors. But it won’t be easy. Recent heavy downpours have battered South Hamgyong Province in the east of the country. So, does all this make cooperation with South Korea and the outside world more likely?
